What would be the best bus to get to Baggot street from O'connell street. Should I get the 10 or 10 a from Budget travel shop?

10 and 10A follow the same route, take whichever is first. 10A is just a peak time extention to Stillorgan in the morning. They are the only regular services that go down Baggot st.
