HP Pavilion Desktop

I have a HP Pavilion Desktop (P530.uk) that won't start. When I power it up I get no power supply & no fans, however the blue light on the square power button blinks on & off. There is a small green light on the outside of the power supply and it's on, but flickering. Any ideas? -
