How to Progress a Dispute between Paypal and I

I have read the Paypal User Agreement. Section 14 concerns Disputes with Paypal. However I am unable to find in the help menu or telephone menu an option for contacting paypal in relation to a dispute I have with Paypal.

Can someone provide an email address or other contact details?

When you're logged in, there a bunch of links at the bottom of the page, one of them is Contact us. There's a link for email and phone there. The phone no is 1890 943 220.

I have found with the telephone waiting half an hour a bit weary.

For contacting them, you select from a list of topics ( which doesn't include the issue I wish to raise). From previous experience, paypal reply with canned responses based on the topic /sub topic selected so I wished to avoid that.

Can you also advise me please what financial regulator has jurisdiction over paypal?

What sort of complaint is it, over what type of issue? If there is a specific department that deals with your problem I can let you know the email address to use rather than the contact form. It might help.

The only financial regulator in Ireland is The Financial Regulator. I have no idea whether they regulate Paypal's business or not though.
