In what way is your hair being damaged?

Are you in the city centre or out towards Salthill? Ive heard ppl complaining about this before! No idea how to fix it tho, change shampoo or somthing? That's my old quick fix for hair when it looks damaged.

I have hard water, but I think its specific to my house [well, bungalow!]

You're best off sortin it at the source - get a water softener

Its like a big filter up in the attic that cleans the Limescale from the water

Do you have white limescale all over your taps?

    I hate it!!!!

    http://www.lush.co.uk/products/Hard_Hard_2006.aspx

Lush is the only place I've seen that do products specifically for hard water areas.
