What would cause low (1kbps!) upload speeds?

It's actually a friend of mine who is on IBB Ripwave and due to upload speeds of 1 kbps cannot really do much online!!

Download speeds are the usual 500kbps but for over a week now he does a daily speed test (which takes forever!) and is gettiing between 0 and 1 kbps!!!

IBB sent a new unit but no difference. Now they are suggestiing it is being caused by his 5 year old Dell and he should try reinstalling Windows XP. Everything was going fine one day and the next it sudddenly slowed down.

So what would cause upload speed to drop so dramatically?

Peer to peer software can consume upload bandwidth and leave download speeds still ok. Double check that there isn't anything running in the background that might be using the bandwidth.

Check whether there's data being transferred using a network traffic monitoring tool. Scan for viruses.

Check if the upload speed if better right after restarting the PC - if it is, then there's a good chance that something begins uploading shortly after startup.

You could install a program like DU Meter, that'll monitor the network connection and let you know if anything is using it. You'll be able to see fairly quickly if there's a lot of upload happening in the background. Then all you need to do is find out what.
