If someone earns less than 18,000 per year and pay no tax. Can that person apply for tax relief if they are paying rent of 50 euro per week.

If they are paying no tax, tax relief is of no use. They can claim for the past 3? years though, so if they were on higher wages then it may be of use.

4 years. It is a credit against PAYE Paid. No PAYE, no credit.
