This is the Green Issues, but it refers to Eco/Environmental issues.

A little off topic. Do you need one for a major cut back on branches (clearance away from a house)?

A felling licence is needed for any tree over 10 years old. see the "tree felling can I stop it" thread for more info.

There is no legal reason to stop you pruning a tree. However there are many considerations to take into account before deciding to do so, type of tree, age of tree, how much to remove, size of openings following cuts as avenues of decay into tree, trees responses to pruning, trees tendencies to decay, asthetic of tree, unbalancing of tree, target pruning, etc. take a photo and post it here and I'll give you some further more accurate advice.
