I am building an extension and our builder has allowed a PC sum of €2000 for tiling. I am just wondering would a PC sum normally be to cover the cost of tiles only or would it also have to cover the cost of grout and adhesive?

Do you have a bill of quanities for the job? The builder may or may not included grout and adhesive in the PC sum. It would be unwise to speculate on your job regardless as to what is normally done.
Check the bill and/or ask the builder or whoever looked after the specification and contract.

Should of probably said something like that to make it clear, but it is common sense

Grout and adhesive in BOQ, PC doesn't include
    Not in BOQ, PC includes
