Complicated passport issue

Ok, my uncle was meant to travel to new york today with his family...they all have an irish passport, and he has a british passport.
When he was checking in, aer lingus staff told him he wouldnt be able to travel. This is because his passport he currnetly has is not scannable by computer, which means american immigration wont let him leave the airport. So now the dilema is getting a new passport. He is married to an irish wife, and has been living here for many years so is entitled to an irish passport. He has another flight 2moro at 2.

He was going to try and get an irish passport rushed through...but the 1 problem he has is that he has never held a passport, so basically has to make a new application. The 1 problem with that is that he doesnt have a full birth cert, its a partial one...ie....doesnt have all the details that a standerd one has...and also has the marriage cert.
Or, he is able to go to Belfast (where he is from) and get them to issue another passport, and rush back to dublin to make the flight.
What do you think he should do? Risk applying here in dublin, or drive up to belfast tonight and be there at the passport office for 9am and hope they can rush through a passport?

I know very little about the issuing of passprts but if I was in his shoes I head for Belfast as this seems to be route of least problems and if he needs to catch a flight tomorrow then he certainly doesn't want another passport delay. Sorry I can't be more helpful.

The timing is too tight IMHO to be issued a new passport, and he would need a full birth cert, etc., I think. He is already on the UK system so it's the easiest to go to Belfast, if he makes sure he brings his tickets to show the imminent departure.

You can get emergency documents in replacement of a passport in the Republic but that would be assuming he already exists as an Irish passport holder I would think.

I think he can go to the US embassy in Dublin and get a Visa to enter the US with his existing british passport.

I know a friend who was in the same position and I think they issued the visa there and then.

    Best of luck.
