If that's what funded the Paypal payment, then yes.

I cancelled my order and I got a refund but it is coming up as -€7.23 (the amount I paid on DX) on Paypal. Why is this?

prsumably you paid them via Paypal and used a 3V card to fund the transaction so dealextreme just refunded to paypal. YOu will have to chase up paypal to get it refunded to your 3v card.

Actually it turns out I paid by credit card and I am nearly sure it went on the cc but it comes up as -€7.23 on the transaction page on Paypal.

Unless 3V is treated differently than a normal credit card, then the money, once refunded to your Paypal account, will go straight back to the card. Paypal know the source was a credit card and won't allow that money to remain in your account as a credit balance.
