Water supply disruption in Dublin 5 area?

So, eh, has anyone else in the Dublin 5 area - Killester/Donnycarney specifically (if there are any here) - been having problems with low-to-non-existent water pressure over the last couple of days? It's mostly just in our bathroom, not the kitchen, although sometimes the kitchen (mains supply) is a bit crap too.

My mother thinks it's something to do with the Council as she got a notice through the door 4 or 5 weeks ago saying they'd be doing something with drainage and water in the area, although she says it didn't specifically mention loss or disruption of the water supply (she can't currently find the notice). I'm more of the opinion that it could be a more localised problem, and maybe we should call a plumber. She won't do that cos "that'll cost €100 just to have him come out and saying it's the Council and nothing he can do.", which is probably fair.

But, ehm, yeah, anyone know anything about this? Is it a Council thing?
