You don't buy Paypal accounts. Any attempt to do so would likely be highly illegal.

Are you referring to funding paypal accounts?

If so, you do this by adding credit cards, bank accounts or 3V vouchers.

What does withdraw funds refer to? Withdrawing from the paypal account in a bank?

Adding funds, say from a 3v, is free?

Accept credit or debit card funded payments €0.35 and 5.4% of the amount is it? Is PayPal a good deal and secure? You can receive payment for online work? and this would be withdrawn from the bank?

You can't add funds to Paypal from a credit card. When you pay someone, the money comes from your card. You can add funds from a bank account, but not an Irish one. Any money sent to you can be withdrawn to a bank account, for a fee.

Sending money costs nothing, receiving money incurs a fee.
