I was walking my dog on a very rarely used part of the beach this morning, and came across what seemed to be two sheep carcass'. I rang my local C.C (Wicklow) and the girl I spoke to was completly unintreseted and could give me no futher advice on who to alert to the matter. So who do I call?

Its the job of the litter warden who is employed by the Co.Co. They usually call out a knackers truck that takes them away for incineration. Ring them again and ask to speak to the litter warden. Alot of the time reception staff haven't a clue who does what, you end up being passed around for the day.

The DVO is your port of call in that case, not the litterwarden.
