Cannot access control panel on PC

    I cannot access control panel on PC, is this a virus? Is there any good helpful downloads that can sort this matter out without a barrage of spam and misleading links etc?

    Do this

    Please download Deckard's System Scanner (DSS) and save it to your Desktop.
    • Close all other windows before proceeding.
    • Double-click on dss.exe and follow the prompts.
    • If your anti-virus or firewall complains, please allow this script to run as it is not malicious.
    • When it has finished, dss will open two Notepads main.txt and extra.txt -- please copy (CTRL+A and then CTRL+C) and paste (CTRL+V) the contents of main.txt and extra.txt in your next reply.

    is it a vista machine?

    i have seen 2 cases where an incorrect video driver has caused this issue.

    I've this problem on my g/f's xp laptop.

    Did you get it sorted by any chance?

    There were two users. An Administrator account with the access to control panel and another user that does not have the control panel who most likely got the virus.

    I uninstalled McAfee as it was years out of date and ran a scan with AVG 8.5 and removed about 9/10 virus'/trojans.

    After removing McAfee the Administrator account has disappeared so now I'm left with no control panel. Would I be better off doing a system restore to get access to the control panel on the unaffected admin account and then make a new user admin account and then carry on from there?

    I think it might be a good idea to then delete the affected user account altogether.

    Anyone any recommendations?

    Further info:
    I typed control.exe into the run function but it does not work.

    It says 'The requested operation cannot be completed due to restrictions on your computer. Please contact your system administrator.'

    I'm using an admin account so something is most definitely wrong.

    Same message appears when trying to change the time/calender.

    I'll run the DSS program and post the reports back here when I get a chance. Might be after the weekend when I can get this done.
