Tom Cat Smell

A tom cat has started marking his territory outside our front door. I have never seen it and none of our neighbours have a tom cat.

What can I do to discourage it? Squeezing citrus fruit around the area is supposed to work, clear plastic bottles with water (they think the reflection is another cat? or does the water frighten them?) also drenching the cat with a power water pistol but I havent seen it so far. Our dogs arent loose outside so they cant chase it.

I dont want to start a 'cats are evil and deserve to die thread' so any practical ideas very welcome.

Pepper dust has worked for me in the past.
