Varying wireless speeds

At home, the wireless card on my Acer Aspire 2920z can download at around 200kb/s, my limit. In college, on a line that other people can download at 1mb/s on, I can only get around 30kb/s. Any suggestions? College tech help couldnt help.

EDIT: Sorted. The wifi mustnt be able to give too much speed to each connection, so I switched download manager to one allowing multiple connections per file.
