Work Permits

My GF was asking me about this and while I thought it sounded very dodgy I have to admit that it's something I don't know about, so if anyone could give me an honest answer ideally with link's.

Basically, one of the laborers in the company she works for is Russian, he's leaving the company to go and work for another company. The thing is he was telling her that he had to pay 1000 euro for a work permit when he joined my GF's company and now he has to pay another 1000 euro for a work permit for the new company.

I can understand there being an administrative fee, but surely it's no where near that much. It sound's to me like someone is ripping him off.

    I'm 99% certain work permits cost €1000.

    New - €500.00 for 6 months, €1000.00 for 12 months.

Renewal - €1500.00 for up to three years.

I'm a little out of touch with Employment Permits now as I don't need them anymore, but back then only the company was allowed to actually pay for the permit. It was an offence for the employee to actually pay the fee. I'm not sure if this still holds.

My understanding of the current situation is that the applicant had to pay the fee but the applicant could be either the employer or the employee. If the employer made the application then it might well be illegal for the employee to be forced to pay.

Also, the €1000 permit can cover between six months and two years.

EDIT - Having checked it appears that the rules regarding application were changed in February 2007 which would explain the differing versions.
