When you're considering a photo you've taken, it's nice to be aware of everything that's going on in it and decide whether you want it that way or not, and whether it's important to you, or not. Bearing that in mind, a couple of things to think about:

What was it that caught your eye in the first place? Does that show in this picture?
Did you make a decision not to straighten the horizon?
Did you decide not to use a different crop, to lose the bit of fence at the left and the dark bit of wall/tower? Consider the balance of having that bit that's higher than the rest of the skyline right at the far left of the frame, and it all slopes down to the right. Does it feel like it might be more balanced if you were to frame it further over to the right?
Are the colours and tones how you want them - would you like it better with more contrast, deeper shadows, brighter sky?

Rather than coming along and giving my own opinion on what I think your picture should look like, try to establish a process of figuring out what you want it to look like, what you need to do to get there, and take it from there :)

The uneven horizon definitely put me off a bit...

The sky is quite empty - converting to b&w may give it more of a desolate/ruined look.

I think it's rather plain (this is not being harsh - I've thousands of "plain" images on my hard drive too)... but the special pictures should have something special in them (if not to the viewer than at least to yourself). We can't all be like Kavanagh (the poet) who revels in looking at the banal.

I actually that aspect of it, it's a bit jarring.

it's dull, uneven, and looks like it was taken out a car window...

I thought for a second there it was in B&W. maybe that's what's wrong with it. try converting it. TBH it wasn't the best day to take pictures. I was toying with the idea of taking shots from a moving car. (I'd of course have to get someone else to do the driving. But next time try to get somethin in the foreground that's blured It might help with framing.
