Revised Part L published

    Just spotted that the minister published the regs on Christmas Eve

    Note

    1. From end March this year all boilers ( new and replacement ) to be min 86%effiecient . I wonder how this will pan out . How many boiler kits will be scrapped ? How many will be used anyway ?

    2. Relatively short transition period . Regs take effect from 01 July 08. If PP is applied on or by 30 June 08 and works are substiantially complete by 30 June 09 - works will be exempt . Those who have been involved in building procurement for any length of time will see that this will have a practical affect of almost no transitional period . Better to get with the plan now

    I e mailed a query just now to the DOE as to when we can expect a revised TGD Part L . Will post response when recieved

    I was told unofficially by a member of BRAB (Building Regulations Advisory Body) that the draft TGD- L published in September last will most likely be the final document. Most of the submissions received were in respect to the short time frame.

    I don't know, given 22 months notice, thats plenty. Still 17 months to go. Its a bad attitude and practise to try and get past the updated part L. I could safely say that if building in the nest few months, most users of this forum would go with at least the min in the new regs. Even if exempt, but I imagine we'd be a minority.

    Edit, mised bit about TGD, I wouldn't mind having a date myself, nice work SB

    Agreed Mellor , wasn't for a minute , even subtly , suggesting that anyone "dodge" the new regs . Just drawing attention to the ( compared to past revisions ) short transition period

    Hi Mell - Sinner

    Spoke to the DOE after christmas - doc was dur to be published last week! - Still no sign. I posted a piece earlier on the document - i'll try to copy it over.

    What I've been told is that there is no substantial change to the draft we saw before christmas - still wants 40% improve. The only change were to 'clarify' the document.

    We're still working on the draft but the Dept of Envir has signed the new Part L into Law on the 24th - - The SI is available for download - but not the TGD

    In the draft document that went to consulation, the AVERAGE U-value allowable were
    Walls - 0.27
    Floors - 0.25
    Roof - 0.22
    Windows door - 2.2

    These look ok but are average values - take 140mm timber frame with ordinary fibre - no longer permitted - pumped cavities 100mm wide - not permitted.

    However in the 9 cases that were used to demonstate compliance
    wall were:
    For 4 house types - 0.20
    For remaing 5 - 0.25

    Also floors ranges from 0.20 to 0.22

    Roofs from - 0.11 to 0.16

    Ops were ALL 1.8

    Some had fuel changed from all and in some cases orientation of the building were changed

    ALL THIS JUST TO MAKE THE WORK!

    But - it was only in DRAFT - what the reality will be remains to be seen! - watch this space. (I have been told 2 different stories - significant changes b from draft - the other clarification not watered down)

    clarification I received from SEI . no answer from DOE yet as to when revised
    TGD L 2008 will issue

    "The HARP database is a resource for new and existing dwellings therefore it will continue to display all products regardless of seasonal efficiency.

    The HARP website will be updated to include information on the new Part L requirement in the next week.

    The DEAP methodology is currently being reviewed to include amendments made in the Building Regulations Part L 2007, and it will be published as soon as possible after TGD L 2008 is published."
