Anyone managed to 'upgrade' from Eircoms Wireless to regular DSL?

A couple of years ago, a relative was fortunate enough to get wireless 'broadband' from eircom when dsl simply wasnt a possibility.
They now find themselves falling behind areas further out into the sticks (who have managed to get dsl) as eircom will not do the necessary work on the line to facilitate broadband (although the local exchange itself is enabled). The wireless service is poor - it doesnt work all of the time.

My guess would be that they are resisting doing the necessary work because people in the area are already on this crap wireless service.

Has anyone else in other areas found similar problem?
