Reclaiming on bin charges

My brother lives in an estate which has a management company. He has to pay them an annual sum and this covers bin charges in addition to other stuff. What I want to know is how does he go about reclaiming tax relief on the bin charges when they are included in an overall management fee?

Our Management company gives us a breakdown of what the Management Fees are spent on. The Revenue Commissioners have been happy enough to accept this as proof of payment for refuse charges (up to a maximum of 400 per annum).
