good place to start is to have an art degree, build up a good portfolio, then suck some major ass and hang around tattoo studios, see if theyl offer you an apprenticeship.

either that or eh go around shops with your portfolio and maybe if its amazing theyl offer you one

Finish your degree first and then see. Have you got any tattoos?

Id recommend drawing up your own set of flash, have your own style also. Copying other peoples work is good to show you appreciate, but sign it your own way, add your signature thing to all your work, make it different, stand out-ish.
Do some colour, some black n white etc. Research ink companies, machines etc also so you know what type you wanna use. Check out artists from round the world, and styles - hand tattooing, freestyling, new skool, old school etc. And if you dont have a steady hand already...
oh practise tracing too, thats (kinda!) all tattooing is!
    good luck!
    :)
