Travel Insurance for a Ski Trip in Austria?

I already have basic travel insurance. They also offer an option to cover winter sports, which they claim will cover the costs incurred for a fall on the piste (as well as a few other perks).

The cost is double that of the base policy. Would they not be legally obliged to honour such costs under the base policy anyway?

It sounds like a bit of a scam to me.

depends on the policy but your normal policy will probably cover it.
winter sports will cover stolen board/skis, piste closure, losing lift pass etc

No they wouldnt be legally obliged. If you read the policy document your basic policy will exclude winter sports specifically! And othe hazardous activities. So I would suggest you take out the extra cover!

I wouldn't risk going without proper winter sports cover and you should be able to find something for around the €60ish mark if you already have regular health insurance cover with the like of the VHI.
