Internet phone that can be used by UN in kosovo

A friend of mine, her dad is doing peacekeeping with the UN in kosovo and she really misses him and rarely gets to talk to him. Are there any internet phones or chatrooms that they could use to talk? Are there any internet phones or chatrooms that they could use to talk? MSN messenger is blocked and i think skype is too...

They could try Web Messenger from MSN. It should work over http port 80. If they can surf the web, they should be able to use this. Probably only for text messaging.
