there's 2 at the corner of grafton street and dame street and one one the 1st floor at the other end of grafton street just before you get to stephen's green.

Filipino cigars are great, and cheap too. Of course you need to actually be going through there to pick some up which is a bit out of your budget, but sure what can you do.
