Does the vocal minority make the rules for the silent majority...

    ...generally?

Not in the majority of cases, but there is a minority.

Not always. Silent people tend to carry bigger weapons.

Not one serious answer. Poor fella. He just wanted a nice debate.

Not really, not in Ireland. We managed to avoid the sikh (correct me because I'm probably wrong on the religion) turbans in the gardai, and we generally use democracy to our advantage, divorce for example, went through, despite a very vocal minority of devout Catholics, because we're not too bad on the old voting.

Smaller issues however, like censorship of music and such, is totally run by the vocal minority, i.e. the idiots who complain about beautiful girls having suicidal in it, and the word gun being banned from radio. What rubbish.

So on big issues the silent majority wins, but on less important ones its the vocal minority.

There, did that make things better? Or even make sense?
