..that are each home to two clubs who have made it to a European Cup Final. (ie Champions League or its predecessor the European (Champions) Cup)

One of the cities is home to two winners.

The other two are each home to a winner and runner up.

Cities and clubs, please. (NO GOOGLING)

I think it's Belgrade - Red Star beat Barcelona in the early 90s and I've a vague recollection of seeing Partizan mentioned as being a team Real Madrid beat in one of their early wins when I did the Bernabeu tour last month.

    Correct.

AC Milan - Champions many times, Inter Champions twice in the early 1960s

Real Madrid - Champions many times, Atletico runners up to Bayern in 1974

Red Star - Champions 1991, beat Marseilles in the worst final ever; Partizan runners up to Real in 1966. (I think they beat Liverpool in the semi final so I thought some old Scouser might have got it)
