Media reports begging up 30% since last year

    The report cites new legislation that no longer makes it illegal to beg on the streets. Anyone know what legislation was introduced last year that has seemingly encouraged begging? T
    None of the media reports mention the legislation involved or why it changed?

    I don't know much about it but I caught something on the radio the other day that it is illegal to use children

    Ah right! I bet they brought in legislation that 'explicitly' said it is illegal to use children to beg. therefore implying this does not apply to adults. something stupid like that.

    I don't think it was legislation that was brought in, I think a judge ruled that begging was not illegal which in effect legalised it.

    Yeah - the legislation which prohibited begging was found to be unconstitutional (not sure what part of the constitution it contradicted though) and was struck down.
