    Is this possible?

Could I have a phone in a room of the house that when outbound calls are made only that handset will hear the call? I know I could just use Skype but a landline is preferable. Any ideas?

Any dect phone should be secure.... They take over the line when there is a call on it - so any other phone wont hear dialtone...

Well... unless you have a normal landline phone plugged in.. So get a set of dect phones and chuck out the normal PSTN phones :)
