Can I rearrange tabs on my taskbar like you can on the quicklaunch or IE?

In windows using the quicklaunch bar you can simply click & hold and drag and drop the shortcuts so they appear where you want. Similarly on IE7 if you have lots of tabs open you can drag and drop them. But I cannot seem to do this on my normal taskbar at the bottom. e.g. I might have word, outlook, excel all open, and their order appears in the order they were opened, but now I might want the excel tab right next to the word tab.

Is there a way to do this? (other than closing stuff an opening in order)

You cannot as standard in windows but you can get programs that allow it. I used to have one before I reformatted but I now use a virtual destop program which had a few compatability issues with the reorganiser I used. A google search for "rearrange taskbar items" turns up a good few programs, just make sure to read release notes and maybe look for forums with topics about known issues etc. Also check to make sure it's compatable with the windows you're running.
