Recovery disks or partition

When buying a new PC with a hidden recovery partition is there also a set recovery disks? What good is a hidden partition if the hard drive fails?

Mostly you are supposed to burn a backup when you get the system, HP laptops use this method.

The days of getting an actual cd/dvd appear to be in the past. I recently purchased two pc's both with office 2007 @ €300 a go and didn't get any office CD.
