you want that only someone with a password can EMPTY the bin !

don't you mean that someone could only delete/restore the files they themselves deleted ?

A bin belongs to a profile.
So if you are the only one to use your profile (Windows account) then you will be the only one to be able to delete the bin's content.
If other people are using your PC, create them additional accounts.

    Hi

Thanks for the info, the issue is in a small office, they use 1 PC to hold some confidential information but also has access to internet, we think someone is using that PC for other stuff, also downloading files and other stuff to it that should not be there, after they copy the stuff to a USB key and delete the copy but they empty the bin, so if we could block the bin, that person won't be able to empty it and from the delete time in the file we will know exactly who did it.

SO for the above reason we do not want to give a new profile.

    Thanks

Are you using Firefox? If so, install the Slogger add-on and you'll be able to see exactly what's being accessed and when. Don't know if such a thing is available for IE though.

Problem is that if you do manage to password protect the recycle bin, it'll give the game away probably with an error message when he tries to empty it. I've known people to use othe , more drastic, methods of covering their tracks when they twig that they've been found out!

You might also want to look at restricting access to USB sticks and other removable media on a machine that holds confidential information. There's commercial s/w available to do this.
