Ebay fraud

Hi, wondering if anyone can help. A mate of mine is not very familiar to ebay and went ahead and bought something for £205 stirling and paid through paypal. I thought the price for the item sounded a little too cheap even for ebay so i checked the feedback and the seller had a -1 rating, stating that the seller was a fraud and beware etc. (This feedback was added after mate sent payment).
Anyway we sent an email to the seller and they replied saying that he should have the item is 3 days. Surprise surprise he hasn't got it and that was 4 days ago and they are not responding to emails, despite us asking for proof of postage.
Since i asked for proof of postage the seller now has a minus 2 feedback rating, obviously someone else was done over but the sellers feedback has been made private so we can't see what the second one said.

Anyway, question is does he have to wait a certain amount of days before he sets a dispute up or is there anyway he can go about getting the money back sooner since its clear he's been shafted? I told him to send an email to ebay explaining which he did, but so far today he hasn't had a reply.

    Any advice appreciated.

File a claim with paypal straight away to try and get money back, do not advise seller as the funds have to be in his paypal account for you to get them back, so if he transfers the funds to his bank account you wont get anything back.
Also notify ebay via email that you recon he's a scam artist but I'd get doing the paypal claim ASAP.
