If my parents are making a claim for tax relief on college fees paid in 2005 do they need their P60 for that year as well as the revenue application form or will the form suffice?

One other thing, how is the refund given? Does it come in the form of a cheque (similar to a refund of overpaid tax) or do they get it in the form of tax credits?

p60 is needed alright, ring the tax office as they will have it and may not need you to send it. if you claim tax within the year, it's tax credits. if it's the following year/s, it's a cheque. so in your case it's a cheque! you need a receipt from the fees section of your college.
