Go to control panel, add remove programs and then add/remove windows programs tab (I'm on vista so dunno the name of it in xp offhand), see if you can check box internet explorer in there and re-activate it, it may ask for your windows cd,

Do you actually un-install it or just delete the shortcut from the desktop?

I didn't think it was possible to remove Explorer without breaking windows?

What happens when you type a http address into the address bar of Windows Explorer ?
