for the 350D about the same zoom range, i'm happy with the 18-55 kit zoom much sharper a bit faster at both ends useable manual focus (i hate the manual focus on the kit lens), so it feels smooth when you turn it and you can turn it a tiny bit instead of the huge jumps on the kit lens a distance scaley thingy on the manual…

isn't really expensive.

Hey, i was in the same position as you not too long ago and picked up one of those canon Ef 28 to 135mm lenses from argos on the cheap, it was 289, not too cheap, but a great deal. It's so much sharper when you open it up, and there's also i bit more zoom which is nice.

The Canon EF-s 17-55 f/2.8 is supposed to be a cracker of a lens, and looks to fit all your criteria. It's pricey though!
