Squid Proxy configuration

We currently have a squid proxy. It defines our IP addresses and allows them internet access. It then only blocks websites that are in a blocked_sites file.

I wanted to block all sites for all users. Then define a few IP addresses that will have full internet access. Then have a few websites in an allowed_sites file that all other users have access to. Can it be done this way?
I am new to this. I tried a couple of ways of implementing this which didnt work. Any help appreciated.
