IMO, Cowen and FF must love this as Cowen will get the increased revenue and Gormley the blame.

Is a flat increase like this not just a tax on ownership and, by using the PP argument, he is diminishing and devaluing the principle of PP which is that if you pollute you pay.

If not then all cars should pay the increased tax
