    This is a working forum for everyone who wants to contribute to the rules "guide" we are talking about bringing out for TD's in Ireland. It might focus the topics of discussion for our physical meeting in Waterford and also allow everyone to have a say on the subject. I'll try and write a charter etc over the weekend but for now, please put any rulings related questions, rants or comments in there.

    who can call the clock, when, and what constitutes abuse of the rule (eg: if they repeatedly call the clock)?

    In position only, cash and tournament, its not live in a tournament - its exactly the same as waiting to get dealt your cards, not looking at them and raising.
    OOP you tell the player its out of turn and give it back preflop. On the flop turn and river in position blind bet is fine in pos, oop stands but player should be warned not to act out of turn.

    Any player can call clock. Its up to the dealer to ensure player has had sufficient time to act before allowing it. A dealer can NOT call clock on a player. Once the dealer does their job there should be no possibility of abusing the rule.

    Ok say UTG loses a big hand, next hand he's BB for say 2k and he has 5k in total. He announces out load that he is going all in blind and put his chips in the middle. Does he

    A: Get given his chips back with option to check, raise or fold when its into him?

    B: His Chips remain in the pot but its a 2k all around the board and then another 3k when action goes past the BB?

    C: His Chips remain in the pot but its now a 5k for UTG?

    Before the cards are dealt the chips are given back, warn the player not to act out of turn, he has the option to check or raise, after the cards are dealt he has acted out of turn, the bet stands but its 2k to call till the action gets back around to him. Its never C.

    Yes 2 minutes should be sufficient but there are hands where a player might need more time so I wouldnt put an exact time on it, the dealer should know. Same if a player is time wasting, I wouldnt even leave it a minute but this is most likely to happen in a bubble situation, I would just announce hand for hand action.
