Sounds like a breakdown in your area. I'd check with the neighbours to be sure.

My two neighbours arent home it seems,

And my Electricity is dropping on and off,

Some sort of problem in the apartment block i guess

Power cuts in some parts of lucan, usual issue with UPC you won't probably have them back till tomorrow as their Engineers usually have to go out to area to reset equipment

If there's electricity problems that'll affect the cable network too. There could be a complete(power) outage somewhere back up the cable network that feeds on to you. All depends if any breakers feeding power supplies have tripped, then yes someone will have to reset them manually. If they haven't tripped then power supply will come back on with electricity. Hopefully the latter in your case.
