Power malfunction - External DVD drive

Hi all, Just wondering if anyone has seen this problem before. One of the lads I work with bought an external DVD drive on Ebay. He's tried it in 2 different laptops and gets the following error.. Hi all,
Just wondering if anyone has seen this problem before. One of the lads I work with bought an external DVD drive on Ebay. He's tried it in 2 different laptops and gets the following error..

"Power surge on hub port.

Generic USB has exceeded the power limit of its hub port."

It only comes up when a cd or DVD is put into the drive.

Should he send it back or is it a fixable problem?

Iv searched about, but wasnt able to get any real answers apart from methods of hiding the warning. Microsoft made a comment about it a few years ago, but I dont know if it applies now. Personally, iv never came accross it before.
