    Even if they have three years driving experience and have never had an accident, insurance companies want provisional drivers to fork out.

    As of next year, some drivers could find themselves uninsurable unless they can guarantee that they are accompanied at all times in the car.

    Insurance companies have said that the high price of insurance for these drivers is because of the type of claims learner drivers make.
