    Depends what you mean by diagnostic,.. PC Wizard is quite good as is Belarc advisor.. Repair programs usually cost money

    Depends on what you want 2 diagnose, theres no real single diagnostic utility.

    Some good utilities i use:
    Memtest for testing for memory errors.
    Prime 95 for stressing your cpu to the maximum to test for overheating, or failed overclocks or psu problems.
    Core temp for measuring cpu temps.
    Speedfan or motherboard monitor for measuring various temps & fan speeds.
    Hdtach for harddrive diagnostics & temps.
    Sisoft sandra or everest for information on your system & also various system tests.
    3DMark05 or 06 to stress & benchmark your gpu to indicate gpu problems or overheating.

    There are loads more i cant think of off hand
