Someone please tell me who says zebedee on TV.

    Its not the Magic Roundabout.

It may be a kids program or a comedy show.

    It might be Tommy Tiernan?

Tommy definitely uses it, a sort of biblical reference.
Don't know about Catherine Tate, I only watch comedy. ;)
