    editted as below:

    hi all,
was dealing a FT of a pub tourney the other night & the following happened.

    Blinds 500, 1000.
UTG raised to 4000. UTG + 1 called. BB went all-in for total of 5500, so only 2500 more. UTG tried to re-raise all-in but i said that it was an under-raise & he could only call the extra 2500.
Was i right in that it was an under-raise or should it be relative to the BB of 1000?

It depends on the house rules. In some places the rule is double the last bet so that would mean the 6k+ is a good raise in other places it is the difference meaning that 5k+ is a good raise.

I think the rule is that in ireland it has to be double the last bet - but internationally the other rule applies...

Yeah nail on the head there imposter.

Case 1: The total Bet(or raise) = 3000. So the minimum raise is another 3K making 6K in total.
This is the 1 widely used in Ireland

Case 2: The bet is from 1K to 3K making the "raise" 2K, so then the minimum additional increment is another 2K, so then the total is 3K+2K=5K.
This is the system you will mostly see widely implemented for online poker rooms

So basically it is up to the local Tourney Director/Card Room Manager and his/her interpretation of the "rule"

it looks like the OP has changed
Its an underaise no matter what rule is used.
    Raise to 4k.
So full raise is either 7k or 8k depending if its double total bet or equal to raise amount.
The all-in to 5.5 is a under-raise so UTG can only call.

    Pretty much sums it up

Initially the raise was to 3k and not 4k. Everything else is the same iirc.
