Canal + Sport clear?

I was doing a bit of satellite hopping today, and on 19.2E saw a few channels on the CanalSat France frequency 11856 V in the clear. Is it usual for some encrypted channels to suddenly become clear, only to go back to being scrambled at any given time? I had a look at some of the main sat info sites, but only saw flysat…

Is it usual for some encrypted channels to suddenly become clear, only to go back to being scrambled at any given time? I had a look at some of the main sat info sites, but only saw flysat listing a few of them on hotbird 6. Maybe I'm looking at hotbird 6 after all.
