I have a theory, Can a citizen go to Ferrari PR media department manager and can the citizen tell the Ferrari PR that they have a scandal about their competitor BMW and that they would like Ferrari to get the story printed (time magazine, tech magazine sorts world etc. MTV ) in the media a strategic way to maximise the scandal.

IS this lawfull by all parties involved including the citizen.

Yeah course it is. The issue here is the truth and reliance on the story. Its unlikely that some media agent or type is likely to take the word of a 'random punter' and publish it without first checking the story.

There are a number of economic torts which could come into being, as well as deceit, negligent misstatement, libel and defamation. So watch out.
