You could try the IFI, but I don't think many shorts are put onto dvd's (they're usually low budget and so it'd cost too much. I know there are collections of shorts done by famous directors (can't remember what they're called, but they have the likes of Ridley Scott and George Lucas etc). And there's a couple of dvd's that have collections of Irish shorts, but again, I haven't a clue what they're called.

Wow, I don't think I could possibly be of any less use to you :D

My film studies lecturer has a DVD with loads of little short film clips. What era are you looking for exactly cos I can ask her where she gets hers if you like.

Good thread! I always wanted to get my hands on shorts but for same reasons mentioned above they're not exactly two a penny. You could record Shooting gallery from de telly! Another idea, you could approach film students and blag the odd disk. Most film students get a graduation screening in the IFI then the films are doomed for family gatherings. I'm sure they'd be flattered too!!!! Not much help either, I'm afraid!

Depends what kinda shorts you're looking for OP. Irish shorts, International shorts, old or new shorts?

There's a collection of shorts out called Cinema 16. They have an American, a European and a British collection. Should be available in Laser in Dublin, possibly in HMV. Definitely available online if you have a look around. Some stunning shorts on those.

Also the Irish Film Board do a promo DVD of Irish shorts every couple years, if not every year. You could contact them and see if they'll give you one. Might take a bit of blagging - pretend you're writing an article on the state of Irish short films or something like that perhaps.
