Recommendations/suggestions for setting up a forum such as Boards

Am exploring what is involved with setting up a forum like boards for a community of apartment owners, much like a residents assocation.

There seem to be lots of people offering free phpBB hosting, [whatever that means!]

The user group wil be c 75 and the forum should be able to hold commonly required docs such as community and local rules/regs/etc.

It is intended that the forum be moderated and that access will be based on proof of ownership, which can be achieved via the adminstration company.

Would welcome any comments as well as links to suitable hosters, by pm if necessary to comply with 'house rules'.
    Thanks

phpBB is a free bulletin board software that allows you to create a fully functioning message board (a little like boards.ie. but probably not quite as advanced). There are also others out there too. Some web hosts offer it (and space for it) for free on their hosting packages, while some sites offer you free forums (but like "free" webspace or "free" email, whether or not you want adverts plastered all over it is your choice!)

Dont know how technical you are, so this way may or may not be a way to about it.

Thanks for reply: any thoughts on this: http://www.phpbb3now.com/

As it is ad free, wonder about the business model.

I am not technical in this area.
