Time elapsed in different area universe

    If universe is expanding are there newer areas of the universe (space time) where time has been running for much less than in older parts of universe? Or is it case that time itself is "streched" or inflated along with other dimensions into "newer" parts of universe?

    Actually, there aren't new areas of the universe. The existing areas are just becoming more stretched out.
